Whylisha Dontae Foreman, a 28-year-old resident of Chester, PA, tragically died on October 12, 2010. She was born in Philadelphia, PA, and received her early education in Chester. Foreman was riding her bicycle around 2:23 a.m. when she was gunned down in the area of Eighth and Sproul streets.
