In the early morning hours of November 16, 2015, the sound of gunshots broke the stillness in a south Minneapolis neighborhood. Responding to the sound, police on a routine patrol discovered a tragic scene in the 2800 block of 15th Avenue South. Inside a parked car, they found 23-year-old Erin Marie Miller and 39-year-old Frank Leonard Penny, both of whom had been shot.
