On January 17, 2013, in Wilkes-Barre, Pennsylvania, 42-year-old Leroy Smith, an African American male, was fatally shot multiple times. The incident occurred around 2:30 a.m. when a patrol officer responded to gunshots in the 100 block of Scott Street. Upon arrival, the officer discovered Leroy Smith's body on the sidewalk outside a bar, later identified as Don Kasper’s Watering Hole. Luzerne County Acting Coroner William Lisman pronounced him dead at the scene at 4:15 a.m.
