On a Sunday evening in October 2016, the life of 32-year-old Victor Grandy, a male visitor from Rockaway, New York, was tragically cut short in Wilkes-Barre, Pennsylvania. An argument at the Sherman Hills apartment complex escalated, shattering the peace of the evening with the sound of gunfire.
