Jean Tuggy, a 60-year-old woman from Pine Grove Mills, PA, was tragically shot and killed in her home on January 21, 2016. The case went cold initially, but it was reopened years later as part of an effort to solve unsolved murder cases. Investigators identified Jean Tuggy's former coworker at Wegmans grocery store, Christopher Kowalski, as a potential suspect.
Kowalski had developed a friendship with Jean and became romantically interested in her.
Kowalski, who owned a 9mm pistol at the time of the murder, later sold the weapon. The gun was traced to its new owner, who turned it over to the police. Examination of the weapon revealed that it had many of the same traits as the murder weapon. When Kowalski was located and interviewed by agents from the Pennsylvania Attorney General's Office, he admitted to the murder. He was arrested and extradited to Pennsylvania for prosecution.
In November 2022, Kowalski was found guilty but mentally ill of first-degree murder. The jury rejected his defense of insanity but accepted his case for mental illness. Kowalski was sentenced to life in prison without the possibility of parole, but he will receive psychiatric treatment while incarcerated. The case was prosecuted by Senior Deputy Attorney General Patrick Schulte and former Senior Deputy Attorney General Kelly Sekula.
Jean Tuggy was a school bus driver and church librarian, known for her friendly nature and her battle with cancer. Her death had been one of Centre County's most high-profile cold cases, and her family and friends sought justice for nearly a decade. The conviction and sentencing of Kowalski brought some measure of peace to the Tuggy family.
