Robert Allen Payne, a 31-year-old African American male from Chester, PA, tragically lost his life on July 4, 2016. Payne, an educator at the Chester-Upland School District, was fatally shot in the driver's seat of his running white Ford Crown Victoria near the corner of Third and Kerlin streets. He was found with multiple gunshot wounds to his head and body and was pronounced dead at the scene.
