In the early evening of Tuesday, January 17, 2017, the West Philadelphia neighborhood was shattered by gunfire. Responding to a call at approximately 6:24 p.m., Philadelphia Police officers discovered 38-year-old Tarik Chapman lying unresponsive in the street on the 5100 block of Irving Street.
