In the winter of 2017, the city of Chester, Pennsylvania, was grappling with a surge in violence that would ultimately contribute to a grim tally of 29 homicides for the year. It was against this backdrop of escalating crime that the life of Emmanuel Aguilar Mondragon, a 29-year-old Hispanic man, was tragically cut short. On the 23rd of February, Mondragon became another victim of the gun violence plaguing the city.
