Carlos Herrera, an 18-year-old male of Puerto Rican ethnicity from Reading, PA, tragically passed away on July 24, 2018. He was found in the 300 block of South 10th Street in Reading. The circumstances surrounding his death were initially unclear, but investigations revealed that Carlos was shot in the neck and died at the scene.
