Solomon 'B.Proper' Moore, a 31-year-old male of African American ethnicity from York, PA, tragically lost his life on October 25, 2019. Solomon was fatally shot during a shootout involving his cousin, Devon Moore, and another man, Marvin Butler, on West King Street in York. Solomon suffered multiple gunshot wounds and was pronounced dead at the scene.

Surveillance footage captured the moment when Devon Moore and Marvin Butler started firing at each other. Solomon attempted to flee but was struck by gunfire and collapsed at the southeast corner of West King and South Hartley streets. Devon Moore was also injured and later taken to York Hospital.
Following the shootout, Devon Moore was charged with homicide for his cousin's death, attempted homicide for allegedly shooting at Butler, and carrying a firearm without a license. Devon Moore was denied bail and taken to York County Prison after being released from the hospital. Marvin Butler, the other shooter, was charged with Solomon Moore's homicide, attempted homicide of Devon Moore, and being a felon in illegal possession of a firearm. Butler fled the scene but was later identified as one of the shooters.
In the aftermath of the incident, Devon Moore was found guilty of third-degree murder, involuntary manslaughter, and criminal attempt to commit first-degree murder. He was sentenced to prison for his role in the shootout. Marvin Butler pled guilty to voluntary manslaughter and being a convicted felon in possession of a firearm and was sentenced to eight to 20 years in prison.
