On the evening of January 22, 2022, at approximately 8:44 p.m., Philadelphia Police officers responded to a report on the 3500 block of Scotts Lane in North Philadelphia. Upon arrival, they discovered 25-year-old Devon Harris-Harper lying in the street, suffering from multiple gunshot wounds.
