Patrolman William Satters, aged 42, of the Cincinnati Police Department, was shot and killed on April 28, 1907. He was walking home after his shift when he was approached by a man who complained about another man harassing him. Satters advised the man that the harasser could be arrested. As Satters started to cross the street, the suspect pulled out a .38 caliber revolver and began firing at him without warning.
