Timothy Ray Russell, a 43-year-old African American man, tragically died on November 29, 2012, in Cleveland, OH. His death was the result of a police shooting incident that occurred at the end of a 22-minute police chase. Russell was driving a 1979 Chevrolet Malibu with Malissa Williams, a 30-year-old African American woman, as a passenger. The chase began in downtown Cleveland and ended in East Cleveland, where over 60 police officers surrounded Russell and Williams' vehicle.

officers claimed they believed shots had been fired at them from the vehicle, but it was later determined that the sound was actually the vehicle's exhaust pipe backfiring. Despite being unarmed, Russell and Williams were fired upon over 137 times by the police officers, resulting in their deaths. Timothy Russell sustained 23 gunshot wounds to the head, neck, and torso, and his death was ruled a homicide.
Following the incident, Officer Michael Brelo was charged with two counts of voluntary manslaughter and two counts of felonious assault. However, Brelo was acquitted of the charges on May 23, 2015, by a Cuyahoga County judge who ruled that Brelo was legally justified in his use of force. The acquittal sparked protests and small-scale riots in Cleveland.
In addition to the criminal charges, the families of Russell and Williams filed a lawsuit against the city of Cleveland, which resulted in a settlement of $3 million in November 2014. The incident also led to the firing of six Cleveland police officers, although five of them were later reinstated.
