On the day of his death, Devin and his friend Klib Papa, also 19, were sitting in a car in an alley near West Sylvania Avenue
when they were shot. Investigators believe that Charles Walker, a 26-year-old man from Toledo, is responsible for the shooting. Walker was indicted on two counts of aggravated murder with a gun specification for the deaths of Devin and Klib. However, in November 2016, charges against Walker were dropped due to evidentiary concerns, although prosecutors reserved the right to refile charges in the future.
The U.S. Marshals Northern Ohio Violent Fugitive Task Force joined the Toledo Police Department in the search for Walker, who was considered armed and dangerous. Despite efforts to locate him, Walker's whereabouts remained unknown. The investigation into Devin's death and the involvement of Charles Walker continued, with authorities urging anyone with information to come forward.
Devin is survived by his mother, Theresa Mays; father, Danny R. Melman; and several siblings. His death left a significant impact on his family and friends, who remembered him for his great personality and the joy he brought to those around him.
