Richard Locklear, a 26-year-old Native American male from Shannon, North Carolina, tragically lost his life on July 23, 2018. The incident occurred in Hoke County, where Richard was traveling home from a party with his family in their pickup truck. The vehicle was stopped at a stop sign at the intersection of Shannon Road and Old Wire Road when two suspects approached and opened fire.
