James Mitchell Locklear, a 33-year-old man from Rowland, North Carolina, was tragically shot to death on July 9, 2020. The incident occurred at a family member's home on Tyler Drive in Rowland. According to the Robeson County Sheriff’s Office, deputies responded to a report of a person being shot at 7:42 p.m. Upon arrival, they found James Mitchell Locklear deceased at the scene.
