Jessie James Locklear, a 55-year-old male from Rowland, NC, tragically lost his life on September 13, 2015. Jessie, who was of Native American descent, was found dead at his residence on Jennie Road. The circumstances surrounding his death were initially unclear, but it was later revealed that he had been shot while feeding his animals.
