Devan James Hemphill Massey, a 27-year-old man, passed away on September 4, 2020, near the Carolina Beach boardwalk in North Carolina. The incident occurred in the parking lot of 1 Harper Ave., close to the Hampton Inn.

Police were dispatched to the scene, where they found Massey. He was originally from Pisgah Forest, North Carolina, but the incident took place in Carolina Beach. The authorities have identified Massey as the victim, but no further details about his ethnicity have been pro ...
