Devon Tarik Logan, a 33-year-old African American male from Fayetteville, North Carolina, tragically lost his life on April 1, 2022. Devon was found dead in his car at the intersection of Davis and Holland streets in the Shaw Heights neighborhood. The cause of death was a gunshot wound. The incident occurred while Devon was in the vehicle with his niece, Miracle Watts, and her 12-year-old brother. They were leaving the scene of an altercation when shots were fired into the vehicle.
Realizing that Devon had been shot, they attempted to flee on foot.
Follard Andrea Chaney Jr., a 21-year-old male, was arrested and charged with first-degree murder in connection with Devon's death. Chaney surrendered to authorities on April 11, 2022, at the Cumberland County Law Enforcement Center. He was held without bond and faced his first court appearance on April 12, 2022.
On November 29, 2023, Chaney pleaded guilty to voluntary manslaughter in Cumberland County Superior Court. As part of a plea deal, the first-degree murder charge was dismissed. Chaney was sentenced to 60 months' probation with a suspended prison term of 44 to 65 months. Additionally, he was required to complete 100 hours of community service, some of which involved speaking to youth about guns and violence. Chaney was also ordered to pay restitution.
Devon's mother, Gwendolyn Phillips, expressed her belief that Chaney's punishment was too lenient, stating that the incident was murder. She emphasized that Chaney would have to live with the memory of killing her son for the rest of his life.
