In the spring of 1982, a dedicated public servant's life was tragically cut short in East Baton Rouge Parish, Louisiana. Deputy Sheriff Jimmy Charles Matthews, a 43-year-old Caucasian male, had been with the East Baton Rouge Parish Sheriff's Office for seven years, a tenure that came to a violent end on April 26th of that year. He was a husband and a father to two sons.
