Arthur Alton Dowell, an 18-year-old African American male, passed away on May 25, 2007, in New Orleans, Louisiana. He was a student at O. Perry Walker High School and had previously attended Alcee Fortier and Booker T. Washington High Schools. Arthur was also employed at Emeril's restaurant.
