On an August evening in 2016, a 42-year-old Hispanic man named Armando Salgado tragically lost his life in New Orleans during a transaction that began with an online advertisement. He had arranged to sell a PlayStation 4 gaming console and agreed to meet two prospective buyers. The two individuals, both 18-year-old males, joined Salgado in his car.
