Vanquisha Mitchell, a 21-year-old African American woman from Houston, Texas, was living in Monroe, Louisiana, at the time of her death. On the evening of September 25, 2016, she suffered a fatal gunshot wound at 1101 McCall Street in Monroe. The Monroe Police Department reported that the shooting occurred between 8:30 and 9:00 p.m. and was initially investigated as a homicide.
