In the evening hours of December 23, 2016, in Baton Rouge, Louisiana, 43-year-old Charles Porter was found lying in the road in the 500 block of Education Street. He had suffered a fatal gunshot wound to the head and was pronounced dead at the scene. Known to many of his friends as 'Chicago,' Mr. Porter was a native and resident of the city.

The investigation into the homicide led authorities to identify a suspect in the case. An arrest was made, and 33-year-old Johnny Matthews was taken ...
