In the quiet community of Westwego, Louisiana, the life of 19-year-old Freddie Carter, a male, was tragically cut short on the evening of Thursday, January 26, 2017. His body was discovered in the courtyard of an apartment complex on Beechgrove Boulevard, the victim of a fatal shooting.
