On the evening of November 4, 2018, a burst of gunfire shattered the night in Shreveport, Louisiana, leaving a young man dead and another seriously wounded. Bobby Ray Rainey, a 29-year-old male, was identified as the deceased victim of the shooting, which occurred in the 2700 block of Waggoner Avenue. The incident took place just before midnight, a time when the city was otherwise settling into a quiet Sunday evening.
