Cheyenne Neal, a 22-year-old woman from Bossier City, Louisiana, was tragically found dead on November 19, 2018. The incident occurred at an apartment complex located at 1702 East Texas Street. Upon arrival, officers discovered two unresponsive individuals inside the apartment. The other individual was identified as 60-year-old Chester Wayne Powell from Belcher, Louisiana.
