Michael Otkins II, a 20-year-old African American male, tragically lost his life on February 19, 2021, in Hammond, Louisiana. The incident occurred on East Merry Street, near the border of Hammond and Tickfaw. Otkins was found sitting in a car with multiple gunshot wounds when police were called to the scene. A family member reported that he was struck six times. Emergency Medical Services transported Otkins to the North Oaks Medical Center, where he succumbed to his injuries.
