Colvin Germany, a 39-year-old Black man, was killed in Shreveport, Louisiana, after a late-night confrontation that began as a private argument and ended in gunfire on Theo Street in the Mooretown/Hollywood Heights area. In the hours leading up to the shooting, Germany and his fiancée, Samantha Phill, had been out drinking and using marijuana.
