Marvin Pepp, 56, was a Black man from New Orleans, Louisiana, and on the evening of February 26, 2022, he found himself in the middle of Carnival weekend’s noise and crowds near the Lafitte Greenway. Not long before 7 p.m., the celebration outside gave way to panic in the 2900 block of Conti Street, where people were gathered along the edge of the parade-night bustle, some of them stopping for food as Endymion rolled nearby.
