On August 17, 1991, Jimmie Lamar Haynes, a 40-year-old African American male, tragically lost his life in Chicago, Illinois. Haynes was a dedicated officer with the Chicago Housing Authority Police Department , having served for just over a year. On the night of his death, he was on duty near the Robert Taylor Homes, a public housing complex located at 4525 South Federal Street.
