Michael Anthony Robbins, a 57-year-old African American male, was a dedicated officer with the Chicago Police Department. On September 10, 1994, Robbins and his partner, Patrolman Talmitch A. Jackson, were investigating a shooting involving two rival gangs in the Grand Crossing District of Chicago.
