Demarcus L. Payne, a 12-year-old African American boy, tragically lost his life on February 2, 2015, in Peoria, Illinois. He was found with a gunshot wound to the head on West McClure Avenue, just a day after his family had moved to Peoria from Chicago in search of a safer environment. The community was deeply affected by his death, and a vigil was held to honor his memory and call for an end to violence in the streets of Peoria.
The Peoria Community Against Violence, a grassroots anti-violence group, organized the event and set up a donation fund to help Payne's family with funeral expenses.
Despite the efforts of the Peoria Police Department, the investigation into Demarcus Payne's death initially yielded no immediate answers. Police Chief Jerry Mitchell stated that every available officer was on the streets, working tirelessly to find the right information that could lead to an arrest. The community was urged to come forward with any information that could assist in solving the case. Mayor Jim Ardis emphasized the importance of community involvement in preventing such senseless acts of violence and highlighted initiatives like Don’t Shoot, Don’t Start, and the Peoria Community Against Violence as crucial in making Peoria a safer place.
Months later, in August 2015, Peoria Police made significant progress in the case. Three suspects were arrested in connection with the February shooting death of Demarcus Payne. Among those arrested were 18-year-olds Darrell Brown and Draneol Hall, who turned themselves in to the police. The arrests brought some measure of closure to the grieving community, but the pain of losing a young life to violence remained a stark reminder of the ongoing challenges faced by the city.

It also highlights the critical role of community engagement and cooperation with law enforcement in addressing and preventing such tragedies.
