On a cold January evening in 2014, the life of 21-year-old Luis Arroyo, a young Hispanic man from Roxbury, was tragically cut short. The date was Saturday, January 18th, when violence erupted at the intersection of Blue Hill Avenue and Evelyn Street in Boston's Mattapan neighborhood.
