Valentia J. Fresco, a 34-year-old African American male from Rockford, Illinois, tragically lost his life on April 16, 2016. Valentia was celebrating his birthday when he was fatally shot outside the Auburn Manor Apartments in Rockford. The incident occurred after a confrontation with two Metro Enforcement security guards who were patrolling the area. Valentia, who was a father of two young boys, was pronounced dead at the scene.
The Winnebago County Chief Deputy Coroner confirmed that Valentia had been shot multiple times, though the exact number and locations of the gunshot wounds were not disclosed.
The investigation into Valentia's death revealed that he was armed with more than one handgun during the confrontation with the security guards. The guards involved in the shooting were placed on administrative leave pending the outcome of the investigation. Valentia's family, including his mother Rosie Blake, expressed their grief and frustration over the lack of immediate communication from the authorities following his death.
In the months following the incident, significant legal actions were taken. Two Metro Enforcement guards, Ryan Bruce Mattingly, 26, and Alijon Khalil, 28, were indicted by a Winnebago County grand jury on charges of first-degree murder, aggravated battery, mob action, and unlawful restraint. The indictment accused the guards of striking Valentia in the face, choking him, and attempting to handcuff him before Mattingly opened fire. Both guards were held in the Winnebago County Jail with bonds set at $1 million each.
The case drew considerable attention and led to public demonstrations demanding justice for Valentia. Friends, family members, and supporters marched in downtown Rockford, calling for the prosecution of the security guards. The legal proceedings continued, with the guards facing the possibility of lengthy prison sentences if convicted.
