Devell Hill, a 26-year-old African American man from Chicago, IL, was tragically shot to death on January 29, 2020. Hill, who had been working to turn his life around, was walking near Madison Street and South Karlov Avenue in Garfield Park when he was fatally shot. The incident occurred in the afternoon, and a Chicago police officer witnessed the shooting while working undercover on an unrelated case.
