Joel Tengue, a 21-year-old African American male, was tragically killed on April 19, 2014, in Duluth, Georgia. The incident occurred during a planned drug transaction at the Astor Place apartment complex. Tengue had arranged to sell a quarter-pound of marijuana to a buyer and had asked his friend, Khalil Higgs, to accompany him due to feeling uneasy about the situation.
