Anthony Welch, a 48-year-old African American man, was tragically killed on October 7, 2016, in Marietta, Georgia. The incident occurred outside the Pappadeaux restaurant on Windy Hill Road, where Anthony and his wife, Cynthia Welch, were celebrating Cynthia's birthday.
