In the quiet city of Dublin, Georgia, the life of 18-year-old Daylan Hall, a young Black man, was tragically cut short on the afternoon of Monday, January 22, 2018. The incident, which marked the city's first homicide of the year, unfolded at the corner of Academy Avenue and Dudley Street, where an argument escalated into fatal violence. Hall was shot in the upper torso and, despite the immediate efforts of responding officers who administered CPR, he succumbed to his injuries after being rushed to Fairview Park Hospital.
The Dublin Police Department acted swiftly in the aftermath of the shooting. Within minutes of the incident, officers observed three men walking away from a wooded area near the crime scene. Two of the individuals, brothers Willie Jackson and Sontavious Jackson, were promptly arrested and subsequently charged with murder. The third man, identified as Kemon O'Neal, initially fled the scene, sparking a brief manhunt.
Law enforcement officials assured the public they were utilizing all available resources to locate the then-at-large suspect. Their efforts proved successful later that same evening when Kemon O'Neal was apprehended and also charged with murder. Authorities noted that O'Neal was already known to local law enforcement due to a prior arrest for armed robbery.
