In May of 2019, a traffic incident in Clayton County, Georgia, led to the tragic death of 62-year-old Kenneth Herring, a Black man. The events unfolded after Herring was involved in a minor hit-and-run accident. A witness to this initial collision, a woman named Hannah Payne, decided to pursue him.
