In the autumn of 2019, the life of 31-year-old Frank Moore Jr. was tragically cut short in a fatal shooting in Decatur, Georgia. On the evening of November 5th, Moore was at a residence on Fair Lane when an argument erupted with another man. The verbal altercation quickly escalated to violence when the other individual reportedly drew a handgun and fired multiple shots at Moore.
Responding to the scene, officers from the DeKalb County Police Department discovered Moore lying on the floor
with severe gunshot wounds. Despite his critical injuries, he was able to communicate with the officers, though he was unable to identify his assailant. Moore was rushed to a nearby hospital, but tragically succumbed to his injuries.
Witnesses provided investigators with an account of the argument that preceded the deadly shooting. This information, coupled with further police work, led to the identification of a suspect: 39-year-old Shaulov Vladimir, an Atlanta resident. A warrant was subsequently issued for his arrest on the charge of murder.
For several weeks, Vladimir remained at large. However, on November 25, 2019, a breakthrough in the case came when investigators, with the assistance of a S.W.A.T. unit, located him at a business in Decatur. He was taken into custody without incident and transported to the DeKalb County Jail to face the murder charge. While an inmate roster from the Georgia Department of Corrections dated October 2024 lists a 'Shaulov,Vladimir' as being incarcerated for a firearm possession offense from DeKalb County, it is not definitively clear if this is connected to the murder of Frank Moore Jr., and the final disposition of the murder charge remains publicly unconfirmed.
