In a tragic turn of events stemming from a dispute over a small debt, 48-year-old Quinlan Parker, a male resident of Decatur, Georgia, was fatally shot on January 28, 2022. The incident, which took place at an apartment on Maypop Lane in unincorporated Decatur, led to the arrest and subsequent conviction of his longtime friend.
On that fateful day, Rickey Carter, 65, visited Parker's home.
What began as a conversation between friends soon escalated into a heated argument over $35 that Parker had borrowed from Carter a few weeks prior. The confrontation grew so loud that Parker's stepdaughter was drawn to the room and began recording the altercation on her cellphone.
As the argument intensified, Carter produced a small, black handgun. Despite Parker reportedly backing away, Carter fired a single shot, striking Parker in the chest. In the immediate aftermath, Carter fled the scene, leaving Parker's wife to administer CPR until paramedics arrived. Tragically, her efforts were in vain, and Quinlan Parker was pronounced dead at the scene.
Law enforcement officials from the DeKalb County Police Department launched an investigation that quickly identified Rickey Carter as the primary suspect. Carter later claimed that he acted in self-defense. However, the cellphone video captured by Parker's stepdaughter contradicted his account, showing Parker retreating before the fatal shot was fired. This video became a crucial piece of evidence in the ensuing legal proceedings.
Following a bench trial, a DeKalb County Superior Court Judge found Rickey Carter guilty of malice murder, felony murder, aggravated assault, and possession of a firearm during the commission of a felony. On March 18, 2024, Carter was sentenced to life in prison plus an additional five years for the murder of his friend.
