In the early spring of 2022, the life of 23-year-old Maranda 'Randi' Michelle Dover was tragically cut short in Savannah, Georgia. On the evening of April 10th, the young mother, who was also pregnant with her third child, was discovered shot to death inside a vehicle near the entrance of the Regency Mobile Home Park on Quacco Road. Her two young children were found in the backseat of the car, witnesses to the horrific event that claimed their mother's life.
The Chatham County Police Department swiftly classified her death as a homicide, beginning an investigation into what they believed was a targeted, not random, act of violence.
The investigation into Maranda's death unfolded over more than two years, eventually leading to the identification and arrest of multiple individuals. The incident was not a simple act of violence but rather the culmination of a volatile series of events. It was revealed that the shooting stemmed from an earlier armed robbery. According to indictments, Dwayne Mloud, who was allegedly driving the vehicle with Maranda as a passenger, was accused of robbing Ruben Luke Rios and Juan Jacobo Lopez. In retaliation, Rios and Lopez pursued the vehicle Mloud was driving, which led to a shootout that resulted in Maranda's death.
In the aftermath, the wheels of justice began to turn for those involved. In July 2024, Juan Jacobo Lopez was formally charged with felony murder and aggravated assault for his alleged role in firing the shots that killed Maranda. However, Lopez has remained a fugitive, with law enforcement officials believing he may have fled the country. Ruben Luke Rios faced less severe charges of tampering with evidence. After agreeing to a plea deal, he was sentenced to four years of probation. Due to an ICE hold, his release was not immediate as he faced potential deportation. Dwayne Mloud was charged with two counts of felony murder, armed robbery, and possession of a firearm by a convicted felon. The legal proceedings against him were scheduled to continue, with his case being moved to September of the following year as he was being represented by a public defender. The complex case left a community in mourning and a family seeking full justice for the loss of Maranda and her unborn child.
