Deonte Rashad Allen, a 19-year-old African American male, was tragically shot and killed on February 24, 2016, in the New Town area of Jacksonville, Florida. The incident occurred on Line Street, where Allen was found next to a bicycle with severe gunshot wounds. A neighbor, Mervin Rhodes, reported hearing what sounded like firecrackers and saw Allen trying to get on a truck before collapsing.
