On November 15, 1963, Glenn W. Carlson, a 33-year-old California Highway Patrol officer, was tragically killed in the line of duty near Truckee, California. Carlson had stopped a speeding vehicle occupied by three men: Robert Burns, Roger Mealman, and Clifford Toycen Jr., all of whom were parolees with a history of criminal activity.
