Loren D. Scruggs, a 35-year-old officer with the California Highway Patrol (CHP), tragically lost his life on April 23, 1971, in Santa Maria, California. Scruggs, a dedicated officer with nine years of service, was conducting a routine traffic stop for a registration violation on Betteravia Road, near Highway 101.
