On July 17, 1982, California Highway Patrol Officer Dale E. Newby, aged 36, tragically lost his life during a routine traffic stop on Interstate 5, just north of Stockton, California. Officer Newby, a 15-year veteran of the force, had pulled over a motorist for speeding and erratic driving. The situation quickly escalated when the motorist, who had a history of mental illness, became violent.
