George M. Montoya, a Special Agent with the United States Department of Justice's Drug Enforcement Administration (DEA), tragically lost his life on February 5, 1988, in Pasadena, California. Montoya, along with his colleague Special Agent Paul Seema, was involved in an undercover operation aimed at purchasing $90,000 worth of heroin. The operation took a deadly turn when the agents arrived at the 1400 block of South Marengo Avenue. As they handed over the cash, one of the suspects shot Special Agent Seema in the head. Another suspect, who had arrived in a separate vehicle, shot Special Agent Montoya in the head. A third agent present at the scene returned fire as the suspects fled.
The aftermath of the shooting led to a high-speed chase and a subsequent shootout on Monterey Road in San Marino. During this confrontation, two of the suspects were killed, and a third was arrested. Chia's conviction was initially overturned by the 9th U.S. Circuit Court of Appeals, but he was retried and convicted again in 2005, receiving a sentence of 61 years to life in state prison.
The case also involved William Wei Wang and Frank Kow, who were directly responsible for the execution-style killings of the DEA agents. Wang and Kow were killed during the shootout with law enforcement officers following the initial ambush. The legal battles and appeals surrounding the case continued for years, with the California Supreme Court ultimately denying a defense petition to review the case in 2021.
