Leslie Ann Noyer, a 29-year-old cosmetologist from Oakland, California, was tragically murdered on April 3, 1989. Her death was part of a series of killings that terrorized the Oakland area during that year. Noyer was one of the victims of Charles Arnett Stevens, a serial killer who targeted individuals in and around Interstate 580.
