Phillip Villegas, aged 43, tragically lost his life on December 2, 1993, in a mass shooting at the California Employment Development Department office in Oxnard, California. The incident was perpetrated by Alan Douglas Winterbourne, a chronically unemployed man who had previously run for Congress in 1990.
